چکیده

امروزه مزایای رویکرد «مدیریت پروژه» به اثبات رسیده است، اما آمار شکست پروژهها همچنان بالاست. بنابراین، ضرورت اتخاذ مدلهای فرآیندی و ساختارهای سازمانی جدید برای بالابردن عملکرد پروژه، آشکار است. یکی از گزینه‌های مطرح برای بهبود عملکرد پروژه، «دفتر مدیریت پروژه» است. پژوهش حاضر بر مبنای رویکرد کمّی و استراتژی پیمایشی به بررسی دفتر مدیریت پروژه و کارکردهای آن و رابطه‌ی این کارکردها با موفقیت پروژه پرداخته است. جامعه‌ی آماری این پژوهش، سازمان‌های پروژه‌محور صنایع بالادستی نفت و گاز ایران است. برای تحقق این هدف دو پرسشنامه تدوین شد. پرسشنامه‌ی نخست برای گردآوری دادههای دفتر مدیریت پروژه و پرسشنامه‌ی دوم برای گردآوری دادههای موفقیت پروژه طراحی شدند. این پرسشنامه‌ها در 47 دفتر مدیریت پروژه‌ی موجود در 41 سازمان تکمیل گشت. براساس نتایج، اغلب دفاتر مدیریت پروژه دارای نقش پشتیبانی بوده‌اند؛ در نیمی از موارد، در سطح راهبردی به تمامی سازمان خدمات ارائه می‌دادند. از میان کارکردهای دفتر مدیریت پروژه، «روش‌ها و استانداردها» بیشترین و «آموزش» کمترین سطح را داشته‌اند. اگرچه از منظر سطح فعالیت، سازمان‌های مشاور، پیمان‌کار عمومی، پیمانکار طرح و ساخت، مدیر طرح و نهایتاً کارفرما و از منظر بخش‌ اقتصادی، سازمان‌های خصوصی، نیمه‌خصوصی و نهایتاً دولتی به ترتیب دارای وضعیت مناسب‌تری از حیث موجودیت کارکردها بوده‌اند؛ اما میان آن‌ها تفاوت معناداری مشاهده نشد. از میان کارکردهای هفت‌گانه‌ی دفتر مدیریت پروژه، کارکرد روش‌ها و استانداردها بیشترین نقش را بر موفقیت پروژه داشته است.

Today the advantages of project management have been well proven, but project failure rates still remain high. This suggests exploration of new process models and organization structures to enhance project performance. One important candidate for improvement in project susccess is the project management office (PMO). The present study, based on quantitative approach and survey strategy, examines the project management office and its functions and theire relationship to project success. The statistical population of this research is project-oriented organizations of upstream Iranian oil and gas industries. To accomplish this goal, two questionnaires were developed. The first questionnaire was designed for collecting project office and second questionnaire for project success data collection. These questionnaires were completed in 47 Project Management Offices in 41 organizations. Results show that most project management offices had the supportive role. In half of the cases, provided services for all levels of organizations. Among functions of project management office, “methods and standards” have the highest existence and “training” had the least existence. Although in terms of activity level, consulting organizations, general contractor, design-build contractor, construction manager and employer and in terms of economic sector, private, semi-private and public organizations have a more suitable condition from the perspective of functions, respectively but there was no significant difference among them. Among the seven functions of the project management, office Methods and standards function had the highest correlation to project success.
