چکیده
هر نظام نوآوری بخشی متشکل از پایه دانشی و فناوری‌ها، نهادها و سیاست‌ها و ساختار بازار خاص خود است. به علاوه، این مؤلفه‌ها با الگوی خاصی در طول زمان تکامل می‌یابند و به هم‌تکاملی با یکدیگر می‌پردازند. مطالعه نحوه تکامل و هم‌تکاملی نظام‌های نوآوری بخشی به ویژه در کشورهای در حال توسعه می‌تواند دلالت‌های ارزشمندی را برای سیاست‌گذاری و مدیریت به دنبال داشته باشد. این پژوهش با بهره‌گیری از رویکردی کیفی و راهبرد مطالعه موردی به واکاوی تکامل و هم‌تکاملی در نظام نوآوری بخشی صنعت توربین‌های گازی در ایران پرداخته است. یافته‌ها بیانگر آن است که وجود بازار و تقاضای چشمگیر داخلی در بخش‌های مختلف صنعتی کشورهای در حال توسعه نظیر ایران می‌تواند به عنوان یک فرصت مناسب برای حرکت بنگاه‌ها داخلی به سمت اکتساب قابلیت‌های فناورانه محسوب شود مشروط به آنکه سیاست‌گذاران از فرصت ایجادشده نهایت بهره را برده و از طریق طراحی و به اجرا درآوردن سیاست‌های هوشمندانه در زمینه خریدهای دولتی، سرمایه‌گذاری در حوزه‌های تحقیقاتی، توسعه زیرساخت‌ها و همچنین تسهیل همکاری با شرکت‌های خارجی برای هدایت جریان دانشی به داخل کشور، زمینه مناسب انباشت و تکامل قابلیت‌های فناورانه را فراهم آورند.

چکیده English
Each sectoral system of innovation consists of its particular knowledge base and technology, institutions and policies and market structure. In addition, these components evolve and have co-evolution with each other based on specific patterns. Analyzing evolution and co-evolution sectoral systems of innovation especially in developing countries can lead to rewarding implications for both policy and management. Therefore, this paper aims at investigating the evolution and co-evolution of Iran’s gas turbine sectoral system of innovation by employing a qualitative approach and case study strategy. This research found that, existence of large local demand and market in different industrial sectors can be account as appropriate opportunity for local firms to acquire necessary technological capabilities, if policymakers look at this situation as a good opportunities to design and implement intelligent policies in terms of public procurements, investing in R&D and developing infrastructures and facilitating collaboration with foreign companies in order to accelerate accumulation of technological capabilities in domestic firms.
